Its goals are to help youth and adults with limited proficiencies obtain the knowledge and skills they need to understand and think critically about environmental problems and solutions from multi-disciplinary perspectives and to do so in a way that enhances their confidence, sense of competence, and excitement about learning. The curriculum enhances job readiness skills.

WHAT IS ENVIRONMENTAL LITERACY? Being environmentally literate requires basic understanding of natural systems, biological systems, and social systems. Roots of Success presents its materials using a multi-disciplinary approach focused on environmental science, land use planning, public health and social justice.

HISTORY: Dr. Raquel Pinderhughes, professor of Urban Studies and Planning at San Francisco State University, developed the Roots of Success curriculum. Prof. Pinderhughes is a national expert on green collar jobs and green work force development. The green job training model she created was used to develop the Oakland Green Job Corps, San Mateo County’s Green Job Academies, the East Bay Green Corps, multiple programs in the state of New Jersey, as well other green collar job training programs across the United States.

VTEP Statement on Proposed Hydro-Québec Contract

Montpelier, VT/August 12, 2010 – Following today’s announcement of a power purchase agreement between Hydro-Québec and Vermont utilities, Brad Ferland, President of the Vermont Energy Partnership, issued the following statement.

“This is a very important step for Vermont’s long-term energy policy. Hydro-Québec provides large amounts of renewable electricity, playing an important role in making sure Vermont has a clean, abundant, and reliable electricity supply.

CONSTRUCTION UNIONS, CONTRACTOR AGREE ON PROJECT LABOR AGREEMENT FOR LAKE CHAMPLAIN BRIDGE

Chimney Point, Vt./Crown Point, N.Y. – (July 16, 2010) – A coalition of building trade unions from Vermont and upstate New York ratified a private Project Labor Agreement (PLA) with Flatiron Construction, the Colorado-based general contractor that will rebuild the Lake Champlain Bridge.

The first-ever PLA in the North Country will create many construction jobs and comes after months of contentious political debate, particularly in Vermont. Ultimately, Gov. James Douglas (R-Vt.) killed a proposed public PLA that had already been approved by the State of New York and the federal government, respectively, and was awaiting Douglas’ signature. After it became clear Douglas would not budge, unions from both states approached Flatiron about an independent agreement, which was finalized June 18.

“The PLA will accomplish what Gov. Douglas was sadly unwilling to do – guarantee local residents an opportunity to land a job on this $70 million project,” said Vermont Building and Construction Trades Council President Jeff Potvin. “Labor will not be imported from elsewhere to build one of the largest infrastructure projects in our region’s history. The general contractor stands to save up to $3 million because of a PLA – cost savings that could have been realized by taxpayers if our Governor had done the right thing.”

A pact between the general contractor, subcontractors and the building trade unions, the PLA defines acceptable pre-hire terms and conditions of employment on the job. Wages, benefits, schedules, safety expectations and work rules are standardized up front to facilitate the smooth completion of the initiative on time, on budget and without strikes or lockouts. PLAs are common throughout the country and foster a positive community impact by containing hire-local provisions, training and outreach programs.

Flatiron will self-perform a large portion of the project with its own employees, some in-house and some who will be hired through the applicable union hiring hall. Under the terms of the PLA, the individual trade unions are responsible for making employment referrals to the project as needed. Applicants, who will be provided a contact list by Flatiron when inquiring about a job, do not need to be affiliated with any union to be placed on the referral list. Flatiron will request referrals – primarily for the carpentry, ironwork, equipment operation, masonry and general construction specialties – and determine the applicant’s qualifications for employment.

John Donoghue, Jr., president of the Plattsburgh-Saranac Lake Building and Construction Trades of New York, praised the agreement.

“Flatiron clearly recognizes the value of a PLA that will get them the uninterrupted supply of trained, local workers they need and jumpstart the regional economy,” he said. “Because of this socially responsible PLA, motorists will soon drive over the new bridge knowing it was built by their neighbors.”

Demolished in December 2009, the Lake Champlain Bridge connected Chimney Point, Vt., and Crown Point, N.Y. Flatiron expects to complete construction by September 2011.

Vermont Budget Cuts Would Undermine Jobless Safety Net

Vermont – The National Employment Law Project (NELP) today criticized proposals being considered in the Vermont State Senate that would cut benefits as part of a legislative plan to restore solvency to the state’s unemployment trust fund.

“The benefit restrictions are among the most severe being proposed in the entire country,” said George Wentworth, a policy analyst with NELP who specializes in unemployment insurance policy. “There are currently 34 states that have seen their trust funds go in to debt since the beginning of the Great Recession, but none has adopted a package of cuts as tough on the unemployed as the one proposed by the Douglas administration.”

NELP cited proposed changes to the formula for calculating an unemployed worker’s benefits as particularly harmful. In testimony before the Senate Finance Committee last month, Wentworth pointed out that only four states – Arkansas, Kentucky, Louisiana and West Virginia – use “the 4-quarter averaging” formula which drives down weekly benefits by placing added emphasis on any recent gaps in employment. The average benefit amount for an unemployed Vermont worker is currently about $304 – which ranks 25th in the nation.

In addition, NELP criticized the proposal to bring back the idea of a “waiting week” for unemployed workers – a provision that was repealed from Vermont law ten years ago. The proposal would impose a one-week disqualification on the first week of every claimant’s unemployment.

In his testimony last month, Wentworth noted: “At a time when over 40% of (unemployment insurance) claimants are unemployed for six months or longer, does it make sense to start every worker’s bout of unemployment by de-stabilizing the worker’s family finances? …Jobless workers get no waiting week on their rent payments, mortgages or utility bills.”

NELP spoke last month in support of proposed increases in the wages that are subject to unemployment insurance taxes and has cited Vermont as one of many states that did not engage in the necessary forward financing to withstand increases in jobless claims.

“The insolvency of Vermont’s trust fund is not the result of workers exploiting an overly generous system. Insolvency is the result of a prolonged recessionary economy and years of under-funding the UI system. …(T)hese cuts are not necessary to make Vermont’s trust fund solvent. They are merely further punishing the victims of a tough economy,” said Wentworth.

Earlier this month, NELP released “Understanding the Unemployment Trust Fund Crisis of 2010,” which lists the trust fund balance of every state and jurisdiction in the country as of March 31st, and estimates how many months of remaining funds each state has. The study found that, at the time of publication, 33 states had fully depleted their unemployment benefit funds, forcing them to borrow billions from the federal government in order to maintain the safety net for millions of unemployed workers.

The Lake Champlain Bridge and Project Labor Agreements

In these times of economic turbulence, it is truly disheartening to see respected organizations, such as the Associated General Contractors chapters in Vermont and New York, threatening to halt the Lake Champlain Bridge reconstruction with lawsuits and lies about Project Labor Agreements (PLA). As if the citizens of that region already haven’t had their lives turned upside down by the loss of a main transportation artery.

A pact between the owner and the contractors, Project Labor Agreements define acceptable terms and conditions of employment on a specific project. Wages, benefits, schedules, safety expectations and work rules are standardized up front to facilitate the smooth completion of the job on time and on budget. PLAs also foster a positive community impact by containing hire-local provisions, training and outreach programs. They are common around the country, and President Barack Obama endorsed their application on federal projects over $25 million in value – a threshold the Lake Champlain Bridge job far exceeds. There are well over 20 studies by academia that show PLAs deliver responsible economic development and do not drive up costs.

The AGC’s assertion that Project Labor Agreements effectively exclude non-union businesses from bidding the job is patently false. In reality, any contractor – union or non-union – can bid a PLA job. Successful bidders must agree to abide by the PLA for that particular project, including paying workers a family-supporting wage and decent benefits. Non-union contractors on a PLA job are not forced to unionize, and can continue “business as usual” on all other non-PLA projects they are a part of.

A PLA does not take away a non-union contractor’s authority to negotiate with her current employees. The fact is non-union employers already have monopoly bargaining power over their workers, all of whom are “at will” employees and frankly have little negotiating leverage as it is. “At will” employees can be terminated for any reason or no reason at all. What’s more, their terms and conditions of employment – including wages and benefits – can be altered for any reason, at any time, without notice. A PLA gives the worker much more stability and assures the public their money is being spent wisely.

Most alarming, the AGC feels a PLA will cause contractors to hire from elsewhere. Quite to the contrary, signatories to a PLA are typically required to pull from the regional workforce. After all, local workers who earn fair wages and benefits will in turn invest money back into the community – a win-win for everyone. Where was the AGC when the Richmond Bridge, Vermont’s first American Recovery and Reinvestment Act project, was built by an out-of-state contractor who was under no obligation to use local workers?

Clearly, the AGC’s objections really imply that union wages and benefits are generally better than non-union ones and their contractors are simply unwilling to work under a framework that sets socially responsible labor standards for a publicly funded project. They seemingly want to keep wages artificially low and remove any expectation from the public and the workforce of equitable treatment. It is imperative we not let this one-sided philosophy derail lawmakers and project administrators from doing the right thing – especially with our sputtering economy still causing so much angst for working people.

A cool, but sunny, late summer day set the perfect background for the celebration of Vermont Yankee’s 11th Annual Safety and Human Performance Day. It also provided for the nuclear plant’s staff to proudly fly the Green Mountain Voluntary Protection Program STAR flag. IBEW Local 300 represents over 200 Vermont Yankee workers.

There was plenty of reason to be proud. A report released from Vermont’s Department of Labor shows lost time due to on-the-job injuries at Vermont Yankee is well below the average for the nuclear industry for the time period of 2006-2008. That is a strong testament to the dedication of the Vermont Yankee employees to work in a culture where their safety is the top priority.

Becoming a Voluntary Protection Program site depends on four elements that are core management values. Those include management commitment and employee involvement, work hazard assessment, hazard control, and employee safety and health training.

The recognition signifies Vermont Yankee’s world-class safety and health management systems. Vermont Yankee now joins an elite group of seven Vermont companies with STAR status.

The Rachel Maddow Show recently ran a disturbing report (video below) on the right-wing thugs who are using intimidatory tactics to shut down pro-reform health care Town Meetings across the United States. From New York to Texas, Democratic leaders have had to be escorted from venues by law enforcement in order to avoid the hecklers. As Maddow reported, corporate lobbyists and GOP operatives are organizing these confrontations.

Such groups have even shown up at the offices of Sens. Patrick Leahy, Bernie Sanders and Rep. Peter Welch. During the Congressional recess, Sen. Sanders will hold Town Meetings on health care and the economy. These meetings present an opportunity for single-payer advocates to mobilize. Here's the scoop:

With all the chatter in Washington, D.C., and Montpelier about green jobs, the building trades unions have clearly stepped up to the plate with green collar training programs. On June 30, IBEW Local 300 and UA Local 693, the plumbers and pipefitters union, held a Green Technology Demo Day in Williston, Vt., for the media.

UA Local 693 had a 40-foot trailer on hand. Featuring the latest cutting-edge technologies, the HVAC Mobile Green Classroom is an invaluable educational tool for Going Green. The trailer is a joint project of the United Association (UA), the Mechanical Contractors Association of America (MCAA) and the Mechanical Service Contractors of America (MSCA). It demonstrates new and innovative equipment for HVAC/R professionals while also providing supplemental hands-on training opportunities in conjunction with MCAA’s LEED AP training programs and the UA/MSCA’s Green Awareness Training and Certification Program.

We had our mobile solar trailer there as well. The 32-inch LCD television and Nintendo Wii have been installed, much to the delight of children and adults alike. It catches a lot of attention wherever we bring it. In the photo above, IBEW member Paul Metruk - owner of Metruk's Electrical Contracting - interviews with a reporter from Fox 44.

The AFL-CIO, America's union movement, today released the results of its 2009 Health Care Survey. Over 23,000 people responded and the message was clear - it is time for real health care reform in the United States. The fact that so many of us are uninsured and/or underinsured is unacceptable.

With 46 million Americans without health insurance and thousands more unable to afford the high-deductible coverage they already have, it is clear our health care system is in grave need of an overhaul. Most other industrialized countries provide universal coverage for every citizen. Unfortunately, the United States does not.

The skyrocketing cost of health care seriously hampers the ability of responsible businesses to provide family-sustaining wages and benefits to employees. It makes the job of negotiating fair contracts for union members more difficult, too.

In the midst of all the rhetoric about health care reform in Washington, D.C., Sen. Bernie Sanders (I-Vt.) is one of the only voices in the Senate who consistently pushes for a single-payer (think Medicare) option that comprehensively covers everyone. He has asked Americans to sign his petition:

Sen. Leahy Visits IBEW Local 300

Today, United States Sen. Patrick Leahy (D-Vt.) visited the IBEW Local 300 Union Training Center in South Burlington. The distinguished Senator, currently chairman of the Senate Judiciary Committee, swung by to check out the union's mobile solar demonstration trailer.

It seems the word is out, as Sen. Leahy was well aware our our solar training for electricians, the only year-round program of its kind in Vermont. He expressed his desire to create well-paying green collar jobs for Americans. We look forward to continued collaboration with the Senator's team to make this happen.

Green Jobs Now!

Noted author Van Jones was in Burlington last week to deliver the keynote address at the Vermont Business and Industry Expo. Jones is currently Special Advisor of Green Jobs, Enterprise and Innovation for the White House Council on Environmental Quality.

Jones' 2008 Best Seller, The Green Collar Economy: How One Solution Can Fix Our Two Biggest Problems, is highly recommended.

Last year, IBEW Local 300 swiftly responded to the call for GREEN JOBS NOW by starting Vermont's first intensive, year-round solar photovoltaic training for electricians. Our union is deeply committed to training members in sustainable technologies. The key now is to ensure these environmentally responsible jobs pay a living wage, health care and retirement benefits (for related reading: High Road or Low Road? Job Quality in the New Green Economy).

Kudos to the Vermont Chamber of Commerce - with the help of Sen. Patrick Leahy - for bringing Jones to Vermont. We hope the Chamber shares our desire to create quality green jobs in our state. They haven't always been the most progressive in terms of minimum wage increases and the like, so perhaps this signals a change of philosophy at Chamber headquarters.

We can only hope.

Union-busting is common in business world, study finds

Those who have organized a union in their workplace are very likely to have experienced one - or all - of the above, according to a new study by the Economic Policy Institute and the American Rights At Work Education Fund.

Corporate abuse of workers trying to bargain for a better life is inexcusable. This is why the Employee Free Choice Act is absolutely essential.

Busloads of Vermont Yankee employees, many of them IBEW Local 300 members, converged on the State House yesterday. It was great to see the voices of the workers represented there to counteract the loud opposition of the anti-nuke crowd that has an almost daily presence in Montpelier. We certainly respect those with other views, but one thing should never be forgotten: JOBS. And the union ones at Vermont Yankee pay a family-sustaining wage and solid benefits.

There were easily 500 people in attendance, probably closer to 800 (the Workers' Center estimates 1,200). A mixture of folks from all different age groups. Many unions were represented, too, including IBEW Local 300.

Solar Trailer - DAY ONE.

IBEW Local 300 is at the forefront of "green collar" job creation in Vermont. We have the state's only intensive, year-round solar photovoltaic training program for electricians.

Today, we began building our mobile solar trailer. Once finished, the trailer will feature a fully-functional, off-the-grid solar array. We plan to bring it to career fairs, trade shows, rallies and the like to educate folks about green technology.

The following is a brief video clip of IBEW electricians and apprentices mounting solar panels to the side of the trailer. Work continues tomorrow!

Seven Days' Shay Totten continues with his coverage of excessive compensation at Blue Cross Blue Shield of Vermont. This week, he reveals the organization's 12-member Board was paid $334,000 in 2008. The Chairman of the Board received a shocking $44,000, while most other members snagged between $25,000 and $30,000 for meeting once every other month. That's more than many people make in a year. Someone at a mainstream daily newspaper decided to finally cover this story...a week after it was first reported in Seven Days. State Rep. Tony Klein and State Sen. Yet Again, Corporate America Tries to Stifle Employee Free Choice Act

'Executives Detail Labor Bill Compromise'

It's no secret that many corporate big-wigs are against the Employee Free Choice Act, legislation that would level the playing field for workers trying to organize. They say the Act would allow unions to run rampant and massacre successful companies. You know - that same, tired "Armageddon is coming" garbage.

In this instance, it is extremely disappointing to see three companies - Costco, Starbucks and Whole Foods - with somewhat progressive, socially responsible reputations opposing the main tenet of the EFCA - card check (with secret ballot elections if the employees choose).

Hopefully, labor's allies in Washington - particularly Democrats and President Obama - don't fall victim to the allure of a supposed "compromise bill." Current labor law has not served workers well. Our Department of Labor sometimes seems more like the Department of Management. The affluent have gotten richer, while the rest of us have been left in the dust.

This much is clear: with the slumping economy, it is time for policies that have the best interests of workers in mind. Don't let anti-labor folks from Big Business fool you.

Seven Days columnist Shay Totten reported that former Blue Cross Blue Shield of Vermont CEO William Milnes, Jr., who retired the end of 2008, snagged a golden parachute valued at over $6.3 million.

SIX-POINT-THREE-MILLION-BUCKAROOS.

Mr. Milnes' total compensation was $7.25 million in salary, bonuses and retirement cash. This happened all while:

...businesses, both large and small, are finding it increasingly hard to compete and pay workers a family-sustaining wage because the company is saddled with skyrocketing healthcare costs.

...some Vermont cities, such as Barre, were confronted with 30-plus percent premium jumps by BCBS last year (the Granite City has since jumped to CIGNA).

...7.6 percent - or 47,886 - Vermonters had no health insurance in 2008, according the the Department of Banking, Insurance, Securities and Health Care Administration.

...approximately 46 million Americans, or 18 percent of the population under age 65, are without health insurance, according to the most current census data.

Why on Earth do so many of our Democratic and Republican politicians still have faith that private insurers will bring us out of the healthcare ditch they drove us in to begin with? And, where is the mainstream Vermont media in reporting these excessive pay packages? (Kindly correct us in the comments section if journalists other than Shay wrote about this.)

IBEW Local 300 representative Matt Lash attended a White House healthcare forum for the northeast region at the University on Vermont March 17. The event was moderated by Vermont Gov. Jim Douglas and Massachusetts Gov. Deval Patrick. Unfortunately, too many politicians expect private insurers to get us out of the ditch they drove us in to begin with. There was a sizable rally for single-payer healthcare outside. The activists, along with like-minded folks who were granted an INVITATION to the forum, added an important perspective to the day. Where's the federal stimulus money going?

Vermont's unemployment rate is as high as it's been in years. We all hope the federal stimulus package recently signed into law by President Obama will turn this economy around and put Americans back to work. There will be millions of dollars pumped into Vermont by the feds, but questions are already being raised about whether the first installments of the stimulus have really benefited Green Mountain businesses.
